Cast aluminum “S” cleats work especially well if you have to bolt from the top down into the deck.

If you are tired of stubbing your toes on your cleats, then the fold down cleat is for you. It lays flat when not in use, has rounded edges, is made from filled nylon with a stainless steel hinge pin, and is strong enough to be driven over! It can be bolted down from the top, and is rated for ½” rope.
